Recently, Kenya’s Communications Authority issued a new regulation regarding the use of Short Range Devices (SRDs); SRDs operating in the permitted frequency bands are now exempt from Type Approval and may be freely imported and sold in Kenya。 This includes, but is not limited to, SRDs operating at 13。56 MHz, 433-435 MHz, 2。4 GHz and 5 GHz bands such as NFC tag/card readers, keyless car entry systems, wireless access points, wireless LAN modules, etc。 Please note that these SRDs must comply with the maximum permitted output powers specified for each band which currently aligns with the EU regulations。

The Colombia Regulator, Comisión de Regulación de Comunicaciones (CRC) has recently announced its intention to expand the scope of devices requiring Type Approval. With regard to mobile terminals (including cellular modules), currently voice-only cellular devices must obtain Type Approval, however, the CRC has plans to change this requirement later this year to enforce mandatory Type Approval for data-only cellular devices, however a specific date for the release of the updated regulation detailing this change is currently unknown. For data-only cellular devices which are already in the Colombian market, the updated regulation is not expected to be retroactive, and the import and sale of these devices can continue, however we are seeking clarification on this point. It is still to be confirmed whether the Type Approval procedure for data-only cellular devices will be the same as that of voice-only cellular devices.

Columbia’s National Spectrum Agency, Agencia nacional de espectro (ANE) recently held a public consultation requesting comments regarding the restriction of the 900 MHz band from 902-928 MHz to 915-928 MHz in Colombia. The ANE cites the cause of this band restriction as a need to limit interference caused to mobile phone services in Colombia.

ANE has advised that it is currently in the process of creating a resolution, due to be published in the upcoming months, confirming the restriction in the 900 MHz band, however a specific date for the formal implementation of the restriction is unknown。

All new Type Approvals in Colombia, particularly in the case of UHF RFID devices operating within the 902-928 MHz frequency band, will have to comply with the new frequency band restriction of 915-928 MHz.

On March 6, 2016, Indonesia’s Direktorat Jenderal Sumber Daya dan Perangkat Pos dan Informatika (SDPPI) released new Resolution, Ref。 No。 292/BBPPT。31/SP。04。 06/3/2016, whereby EU/FCC RF and EMC test reports must now be submitted for all Type Approval applications。 This new regulation is effective immediately。 Providing EU/FCC test reports will not negate the need for local testing。 The reports will act as support for local laboratories in performing the tests。 EU/ETSI reports should be used for all technologies with the exception of 5 GHz WLAN and 902 – 928 MHz UHF RFID Devices where FCC reports should be used。

Kuwait - New Type Approval Regulator

As of February 16, 2016, Kuwait’s Communication and Information Technology Regulatory Authority (CITRA) is the new Kuwaiti Regulator responsible for granting wireless Type Approvals。 However, it may take as long as 6 months before CITRA fully implements a new Type Approval system。 In the meantime, Kuwait’s former regulator, MoC, will continue to process all applications for Type Approval。

Beginning February 1, 2016 per Indonesian Government Regulation No。 80-201, the scope for new and renewal Type Approval requirements has been increased to include the products listed below:

  • Routers
  • Switches
  • Media Gateways
  • Set top box DVBT2
  • Digital Television DVBT2
  • Video Conference products
  • IP-PABX

Demonstration of EMC compliance is required but local sample testing is not required, and existing CE test reports may be leveraged.

We were recently advised by our local Indonesian agent that Direktorat Jenderal Sumber Daya dan Perangkat Pos dan Informatika (SDPPI HQ) announced that from December 1st to December 31st, 2015, all Type Approval applications may be processed as a paperwork effort only and can leverage EU and FCC RF test results.   This is due to a large volume of Type Approval approvals in the queue.  Indonesia's standard Type Approval procedure which requires local testing in Indonesia will resume January 1, 2016. US - FCC Opens 3.5 GHz Band

On April 17, 2015, the FCC voted to adopt to make 150 MHz of spectrum available for mobile broadband and other commercial uses. The 3.5 GHz band was previously locked up by the U.S. Department of Defense (DoD).

The band is seen as ideal for small cells, but FCC staff also has said it's possible that new, as-yet-unforeseen uses for the band will emerge; hence, it's referred to as the "innovation band。" The FCC has been working on rules to open the band for more than two years。

The new spectrum sharing techniques include a three-tiered approach spanning 3550 MHz to 3700 MHz, for a service dubbed the "Citizens Broadband Radio Service。" The FCC says use of advanced spectrum sharing technology will allow wireless broadband systems to share spectrum with military radars and other incumbent systems while protecting federal missions。

On March 5, 2015, the FCC published replacing the previous version (726920 D01 Confidentiality Request Procedures v01).  The changes made to the new version are in Section II, Long-Term Confidentiality, and include special consideration for internal photos and user manuals.
