During May 2017, Industry Canada issued Radio Standard Specification RSS-131, Issue 3, Zone Enhancers, replacing Issue 2 Zone Enhancers for the Land Mobile Service, dated July 2003。 This new standard is in force as of its publication on Innovation, Science and Economic Development Canada’s (ISED’s) website。 However, a transition period of six (6) months following its publication will be provided, within which compliance with RSS-131 Issue 2, or Issue 3, will be accepted。 After January 1, 2018, all zone enhancers sold, offered for sale, manufactured, imported, distributed or leased on the Canadian market must comply with RSS-131 Issue 3。 Equipment certified under a previous issue must be evaluated to ensure it is compliant to Issue 3。 If compliant to Issue 3, equipment will not require a permissive change filing。 Please see below a list of changes to the standard:

  • title
  • material common to most RSS has been moved to RSS-Gen, General Requirements for Compliance of Radio Apparatus, and RSS-131 has been updated to reflect the current RSS format
  • the requirement that RSS-Gen be used in conjunction with this RSS is stated
  • the technical, labelling and user manual requirements for equipment certification have been updated

Canada's Science and Economic Development Canada (ISED) recently issued a public notice with details on the transition period from Issue 8 to Issue 9 of RSS-210 Licence-Exempt Radio Apparatus: Category I Equipment. Though geared toward the certified bodies (CBs), it is informative to all that seek certification under RSS-210, and is provided below.

This is to inform you the following certification procedure will apply with regards to transition period for RSS-210 issue 9:

  1. If a certificate has been issued to RSS-210 issue 8 before the date of publication of RSS-210 issue 9, nothing needs to be changed and it can be submitted as is to ISED via the Spectraweb application;
  2. If a certificate has not been issued before the date of publication of RSS-210 issue 9, ISED will continue to accept test reports compliant with RSS-210 Issue 8 until February 26, 2017 and in such cases, the CB shall issue certificates showing RSS-210 Issue 8 compliance. After February 26, 2017, CBs shall issue certificates showing RSS-210 Issue 9 compliance and test reports may continue to be in compliance with RSS-210 Issue 8 until August 26, 2017, only if:
    1. it is supplemented with a partial test report covering any missing requirements from RSS-210 Issue 9; or
    2. it includes an attestation signed by the applicant, lab or CB indicating that the report covers all requirements in RSS-210 Issue 9.
  3. After August 26, 2017, all test reports must be compliant with RSS-210 Issue 9.

Canada - ICES-003 Revised

During June 2016, Canada’s Innovation, Science and Economic Development Canada (ISED) updated ICES-003 — Information Technology Equipment (Including Digital Apparatus) — Limits and Methods of Measurement, to Issue 6. This will come into force upon its publication on the Industry Canada website at www.ic.gc.ca/spectrum. Following its publication, a transition period of three months will be provided, during which compliance with ICES-003 Issue 5 or Issue 6 will be accepted. Only compliance with ICES-003 Issue 6 will be accepted after the transition period.

Changes Include:

  • Clarification of the definition of an ITE device;
  • Inclusion of storage media;
  • Clarification of applicability of broadcasting equipment;
  • Update to reference the latest version of ANSI C63.4-2014;
  • Update to clarify that external thermostats are subject to the requirements of ICES-003.

Note: Industry will have until March 1, 2017 to ensure that these thermostats sold, offered for sale, manufactured, imported, distributed or leased are compliant.

Canada – Release of RSS-134, Issue 2

On February 5, 2016, Industry Canada released , which sets out the technical requirements for the compliance of narrowband personal communication service (PCS) in the 900 MHz band. Changes from Issue 1 are as follows:

  • Modernized to reflect the current RSS structure since its last publication in 2000
  • Editorial modifications and corrections made throughout
  • The RSS-102 reference updated

On January 19, 2016, Industry Canada released and . Information on both document releases is as follows:
Interference-Causing Equipment Standard ICES‑003, Issue 6, sets out standard requirements for information technology equipment (ITE), including digital apparatus. Though this document comes into force on January 19, 2016, a transition period of three (3) months following its publication will be provided, within which compliance with ICES 003, Issue 6, or Issue 5, will be accepted. After this period, only compliance with ICES 003, Issue 6, will be accepted. The following are the list of changes from Issue 5:

  1. Updated Section 2.1 to clarify the definition of an ITE device.
  2. Updated Section 2.3 to include storage media.
  3. Updated Section 2.4 to clarify applicability of broadcasting equipment.
  4. Updated Section 3(b) to reference the latest version of ANSI C63.4-2014.

Radio Standards Specification RSS-117, Issue 3, Licensed Transmitters Operating in the Band 200-535 kHz, sets out the technical requirements for the compliance of radio apparatus operating in the frequency band 200 kHz to 535 kHz. This document came into effect on January 19, 2016, the date it was published on the Department’s website (). The following are the list of changes from Issue 2:

  • Modernized to reflect the current RSS structure since its last publication in 1974.
  • Emission designators have been updated.
  • Editorial modifications and corrections have been made throughout.

On January 20, 2016, Industry Canada released , and . Radio Standards Procedure RSP-100, Issue 11, Certification of Radio Apparatus, sets out the requirements for certification of radio apparatus and broadcasting equipment. Declaration of Conformity DC-01, Issue 6, Procedure for Declaration of Conformity and Registration of Terminal Equipment, describes the procedure that must be followed by suppliers of telecommunications terminal equipment to declare conformity to applicable technical specifications, and to register their equipment with ISED. Both documents have significantly changed from the previous issues due to the implementation of the Department's new online Spectrum Applications Modernization - Commercial Software Implementation (SAM‑CSI) tool.
Both RSP-100, Issue 11, and DC-01, Issue 6, came into effect on January 21, 2016, when they were published on the Department's Web site (www.ic.gc.ca/spectrum).

Canada – Spectraweb Website Instability

We recommend that you do not try to create application until this warning has been removed or work on application that you have already started. If you have tried to create an application and got an error message, the system may have created a duplicate application under the same application number. If the system has created a duplicate application, you can delete one of them without affect the other one. Please wait until the system is stable before deleting applications.

On September 30, 2015, Industry Canada's came into effect. Changes are as follows:

  1. General editorial modifications were made.
  2. In Section 4 (Related Documents), reference to Terminal Equipment – Technical Specifications List (CS-03 Parts I and VIII) was added.
  3. In Section 6.3 (Technical Brief), CB Notice 2013-05 requirements to submit compliance folder upon registration were added.
  4. Annex B (Test Report Cover Sheet) was relocated from Annex A, and now includes CS-03 specification details and attestation.
  5. Annex D: (Test Report Requirements) was added. It includes a listing of test report requirements.

The FCC recently announced an agreement with Canada to harmonise spectrum use along the US-Canada border in anticipation of the planned auction of frequencies in the 600 MHz band next year in the US. The Statement of Intent agreed with for repurposing TV spectrum for mobile broadband on both sides of the border. The agreement follows a decision on the Canadian government to allow mobile services in the 600 MHz band, using the same specifications as adopted by the FCC last year. Industry Canada and the FCC will jointly repack TV stations using the frequencies on the same timetable, freeing up spectrum for mobile services. The FCC said the agreement will significantly reduce potential interference for future mobile services along the border. The US reached a similar agreement with Mexico earlier this year.
